Paul Mallen

President & CEO,

Paul Mallen is President and Chief Executive Officer of the Amalgamated Family of Companies. Since joining the Company in June 2005 as Chief Financial Officer, he has held responsibility over multiple areas of operation and has been involved in all aspects of the business; not only for the finance function, but also had the IT, underwriting, insurance operations and facilities units reporting to him.  Additionally, he worked closely with sales and other business units and was significantly involved with the Company’s strategic planning. In addition to his direct involvement across broad operational areas, Mr. Mallen has over 30 years of experience across a wide range of industries and in various corporate finance activities, including transaction advisory services, capital structuring, and credit and financial analysis. His expertise and experience also encompass operations, accounting and auditing, as well as SEC regulatory compliance and reporting.

Prior to joining Amalgamated, Mr. Mallen held senior level positions with other consulting and financial services firms. He was a Managing Director at FTI Consulting and a Senior Manager at Deloitte, where he led numerous teams as a merger and acquisitions specialist.  His career also included his role with Citibank in the Acquisition Finance and Global Media and Communications Commercial Banking Groups.

Mr. Mallen is a Certified Public Accountant and holds a Master of Business Administration in Finance and International Business from the New York University (NYU) Stern School of Business and a Bachelor of Business Administration in Accounting from Emory University.  He also graduated from Citibank’s Institute for Global Finance where he was credit trained.

Mr. Mallen serves on the Board of Directors of Amalgamated Life Insurance Company, its parent company, Alico Services Corporation, Amalgamated Employee Benefits Administrators and Amalgamated Medical Care Management, Amalgamated affiliates.  He also serves on the Board of Directors of the Society of Insurance Financial Management (SIFM), the Montville Lacrosse Club, and is a former Board Member of INMEX (Informed Meetings Exchange), a conference and event management organization. Mr. Mallen is a member of the American Institute of Certified Public Accountants (AICPA).

Deborah Largoza

President, Amalgamated Medical Care Management

Deborah Allwes Largoza is President of Amalgamated Medical Care Management. In this role, she oversees all aspects of the company’s clinical and business operations, including the delivery of its Utilization Management, Case Management, Physician Review, and Nurse Helpline/Health Information services. In addition, she leads the company’s strategic business planning and healthcare partnerships.

Deborah lends extensive clinical and business expertise to her role and direct experience in key service areas including utilization management, care management and population health management. She has held executive roles with leading healthcare organizations including: Vice President, Clinical Operation at Agilon Health; Vice President, Operations at Southcoast Health Network; Executive Director, Clinical Operations at Cape Code Health Network; Director, Bureau of Healthcare Safety and Quality at the Massachusetts Department of Health; and Executive Director, Healthcare, Population and Public Health with Scientific Technologies Corp.  Deborah is a veteran, having served as a Registered Nurse Officer in the US Army and the US Public Health Service.

She is a Registered Nurse (Massachusetts), and holds an MBA in Health Care Administration and a MPH in Epidemiology & Public Health from Johns Hopkins University. She earned her BSN in Nursing from Edinboro University of Pennsylvania and BSc in Biochemistry from Gannon University. She is a member of the American College of Healthcare Executives, American Public Health Association and the American Nurses Association. She has held many prominent appointments having served on the Massachusetts Task Force on Essential Hospital Services, Massachusetts Coalition for the Prevention of Medical Errors Board of Directors, Massachusetts Emergency Medical Care Advisory Board as Chair, Massachusetts Medical Services Committee, Washington State Healthcare Workforce Development Committee, Washington State Key Health Indicators Committee, and Washington State Performance Management Committee. Additionally, she is a published author and past presenter at leading national and global medical conferences.

Terry L. Burston

Senior Vice President, General Counsel,
Amalgamated Medical Care Management

Terry L. Burston, Esq. serves as Senior Vice President and General Counsel for the Amalgamated Family of Companies including Amalgamated Life Insurance Company. He is responsible for legal counsel, regulatory compliance and interactions with New York State and various insurance departments, as well as the oversight of all contracts. He brings to the role extensive legal and compliance experience serving with both public and private entities and applying a pragmatic approach to balancing legal, financial, and reputational risks against business interests.

Prior to joining the Amalgamated Family of Companies, Terry served as Vice President, Assistant General Counsel and Chief Compliance Officer with USI Insurance Services, an international insurance broker. His career also includes his role as Vice President and Assistant General Counsel with Willis Towers Watson, a global risk advisor, insurance, and reinsurance broker. He began his career at the international law firm of King & Spalding, LLP as an Associate, Financial Transactions, followed by his role as Associate, Banking and Finance with the international law firm of Hunton & Williams, LLP.

Terry earned his Juris Doctor from Howard University School of Law, where he served as a Senior Editor of the Howard Law Journal and his Bachelor of Arts at the University of Georgia.  Terry is admitted to the State Bar of Georgia.

Victoria Sartor

Executive Vice President of Finance,
Amalgamated Medical Care Management

Vicki Sartor is Executive Vice President of Finance for the Amalgamated Family of Companies including Amalgamated Life Insurance. In this role, she is responsible for all internal and external governmental and regulatory financial reporting for the organization and associated Taft-Hartley Funds.

In addition, as part of her role, Vicki is responsible for coordinating efforts to produce periodic financial projections and pricing proposals for other companies within the Amalgamated Family of Companies. Her responsibilities also consist of management and oversight of various Finance Departments, including: Corporate Financial Reporting, Statutory Financial Reporting, Fund Financial Reporting, Budget & Cost Allocation Analysis, and Tax & Regulatory Reporting. Providing oversight of accounting policies and procedures, as well as making recommendations for their improvements is also part of her expansive role.

A member of the organization since 1987, she brings extensive experience and in-depth expertise to this vital position and provides direct support to the Chief Financial Officer on all corporate strategic initiatives.

Vicki earned her bachelor’s degree in accounting from Fairleigh Dickinson University.

Bernard M. Bettencourt, Jr.

Corporate Medical Director, Amalgamated Medical Care Management

Bernard Bettencourt is the Medical Director at Amalgamated Medical Care Management. In this role, he has oversight of the medical management activities working closely with the utilization management, case management, independent review organization, nurse triage line, the call center and administrative staff at Amalgamated Medical Care Management.

Dr. Bettencourt has held several different medical leadership positions in both payer and provider organizations.  In these roles, his responsibilities include developing and implementing population health, care management and utilization review programs, coding, medical auditing and documentation improvement.  Additionally, he implemented a system-wide hospital based physician advisory services; value based contracting and other reimbursement models, and programs to provide clinical care for workers.

Some of his positions include: Managing Medical Director, UniCare; Chief Medical Officer, Utilization Management and Clinical Efficiency, Lahey Health; Medical Director, Lahey Accountable Care Unit; Physician Advisor, UniCare Health and Life Insurance Company; Chief of Health Services, National Security Agency; Senior Medical Advisor, United States Army Institute for Environmental Medicine; and Chief, Department of Emergency Medicine, Eisenhower Army Medical Center. Dr. Bettencourt has served as a Medical Corps Officer in the United States Army Medical Corps and the United States Public Health Service.

Dr. Bettencourt has completed the America’s Health Insurance Plans Foundation’s Executive Leadership Fellowship and was awarded the Certified Health Insurance Executive (“CHIE”) designation.  He also holds the CPE (Certified Physician Executive) designation through the Certifying Commission in Medical Management. Making him one of only handful of physicians nationally to have earned both of these designations.

He has completed residency training and has board certifications through the American Board of Emergency Medicine in Emergency Medicine and the American Board of Preventive Medicine in Occupational Medicine. Dr. Bettencourt is a Fellow of the American College of Emergency Medicine and the American College of Occupational and Environmental Medicine. He also holds certifications in Medical Auditing, Coding, and a Certified Physician Advisor in Clinical Documentation Integrity and Improvement.

He has a Bachelor of Science in Biology from the University of Central Florida; a Master of Public Health and Health Services Administration from the Uniformed Services University of Health Sciences and a Doctor of Osteopathy, with honors, from Nova Southeastern University College of Osteopathic Medicine.

 

Joel V. Brill, MD FACP

Medical Director,
Amalgamated Medical Care Management

Joel V. Brill, MD FACP is an executive clinician with over 30 years of experience providing strategic leadership and medical oversight to large data-driven health organizations. He is skilled in strategy, development and implementation of innovative health programs, products and payment systems, with extensive experience in clinical practice, research, coverage, reimbursement, quality improvement, data analysis, and value-based care.

Dr. Brill is Board Certified in Internal Medicine and Gastroenterology and has held management positions with several managed care companies. He was the Deputy Medical Director for the BFCC.NCC-QIO oversight project, serves on the Editorial Advisory Board for several journals, and was the co-founder of the AGA Center for GI Innovation and Technology.

Dr. Brill participates in the CPT Editorial Panel and the AMA RBRVS Update Committee (RUC). He has published extensively on episode and bundled payment methodologies, and has developed and submitted advanced payment models to the HHS Physician Focused Payment Model Technical Advisory Committee for consideration under MACRA.

Dr. Brill is an Assistant Clinical Professor of Medicine at the University of Arizona, College of Medicine, and an Adjunct Assistant Professor of Medicine at Midwestern University. He has lectured at the School of Health Management & Policy at the WP Carey School of Business at Arizona State University.

Dr. Brill received his undergraduate A.B. Biology at the University of California, Los Angeles, and graduated from the Rosalind Franklin University of Medicine and Science – Chicago Medical School. He completed his Internship and Residency in Internal Medicine at the UCLA – San Fernando Valley Program, and a fellowship in Gastroenterology at Los Angeles County – USC Medical Center. Dr. Brill completed the Management Program for Health Care Organizations at the UCLA School of Public Health.

John A. Thornton

Executive Vice President,
Amalgamated Family of Companies

John A. Thornton serves as Executive Vice President of Sales and Marketing at the Amalgamated Family of Companies. In this role, he has broad responsibility for the sales and marketing functions of Amalgamated Life Insurance and the other companies within the family. Additionally, as a member of the organization’s Executive Committee, he is actively involved in the operations, oversight and direction of the organization.

John joined Amalgamated Life in 2008 in his current role. He came to the Company with over 20 years of experience in insurance sales and marketing. His career includes 16 years serving at CIGNA, where he transitioned from group insurance to health insurance as CIGNA’s Vice President of Sales. He also served as National Sales Manager with Metropolitan Life, a role in which he oversaw the development, introduction and management of an investment-sensitive life insurance product.

Since joining Amalgamated, John has led the organization through significant growth and development phases. He was a driving force in the expansion of the Company’s voluntary worksite product line, its geographic expansion, growth of the Company’s sales force, and a major branding campaign. As a result of these factors and his effective sales management, the company has enjoyed significant increases in its product sales.

In addition to his sales and marketing role, as a member of the Executive Committee, John’s input has contributed to important operational efficiencies, board developments, compliance matters and overall gains in performance and brand reputation.

John holds a Bachelor of Science degree in industrial relations from Le Moyne College in Syracuse. He is actively involved in the industry and serves as an industry thought leader authoring articles for leading trade publications and frequently serving as an expert source for trade, business and news media.
